CUBA TRAVEL RESTRICTIONS On June 4, 2019, the Department of Treasury Announced changes that impact people to people travel to Cuba under a “People to People” license defined under 31 CFR § 515.565(b) of the regulations. Below is a copy of the actual language as well as our interpretation of the changes. The Department of the Treasury’s Office of Foreign Assets Control (OFAC) is amending § 515.565 to remove the authorization for group people-to-people educational travel in § 515.565. OFAC has added a “grandfathering” provision in § 515.565 to authorize certain group people-to-people educational travel that previously was authorized where the traveler has already completed at least one travel-related transaction (such as purchasing a flight or reserving accommodation) prior to June 5, 2019. Premier World Discovery confirmed reservations for the group of travelers prior to June 5, 2019 and it’s our understanding that their group travel qualifies as being “grandfathered” under § 515.565. Important Note: Many of the activities included in your itinerary may also qualify under 31 CFR § 515.574, Support of the Cuban People, which has not changed. Furthermore, scheduled airline service (American Airlines, JetBlue, Delta, Southwest or United Airlines) to Cuba has not changed nor was it impacted by the new regulations. | |
